About Aeronautical Information 

The AIS is responsible for the collection, validation, verification, approval, maintenance and distribution of Aeronautical Information and Aeronautical data concerning the entire territory of South Africa in accordance with ICAO’s standards and recommended practices (SARPS). The publication of aeronautical information is done through the following means:

Aeronautical Information Circulars – AICs
Notice to Airmen Plain Language Summaries – NOTAM Summaries;
Aeronautical Information Publication – AIP;
Aeronautical Information Publication Amendments- AIP amendments;
AIP Supplements – AIP SUPP.
Other associated services include: The application for assignment of Radio Telephony call call-signs and 3 letter designators to Aircraft Operating Agencies, for example South African Airways: three letter designator “SAA” and telephony call sign “SPRINGBOK”, and the assignment of location indicators to licensed and in some instances unlicensed airfields where air traffic volumes necessitate the use of location indicators.

This SA CAA Department is comprised of three sections, namely Engineering Section, Aircraft Inspection and Registration Section and Aircraft Maintenance Organisations Section. Each of these sections is equipped with a wide-ranging level of expertise to discharge the required obligations.
Detailed Airworthiness Sections Key Responsibilities

Inspection Unit Functions:
The aircraft inspection unit’s primary function is continuing airworthiness oversight and issuance of the
following approvals:
1. Used aircraft Certificate of Airworthiness or Authority to Fly when an aircraft is first registered
in South Africa
2. Certificates of Airworthiness for Export
3. Re-Issue of the certificate of airworthiness, Authority to Fly and RLAs and subsequent
execution of such documents as appropriate.
4. Inspecting aircraft for issuance renewal of certificates of Airworthiness, Authority to Fly and
RLAs
5. Reinstatement of the certificate of airworthiness, Authority to Fly and RLA following an
accident
6. Special flight permits for aircrafts that do not meet applicable airworthiness standards
7. Mass and Balance
8. Registration of ELTs
9. Acceptance of Flight Manuals and Maintenance schedules for NTCA
10. Recommending and, where necessary, issuing directives concerning the maintenance,
overhaul and repair standards to be met by aircraft and aircraft components and equipment,
and procedures to be followed by the aviation industry to comply with the national Aviation
Legislation and regulations related to airworthiness.
11. Participation in maintenance review board activities toward the development and approval of
initial maintenance inspection requirements for used type certificated aircraft and power plants
being introduced in service for the first time.
12. Preparing and recommending amendments to the national Aviation Legislation concerning all
matters of airworthiness within the scope of the functions and responsibilities of the
Airworthiness Department.
13. Identifying and resolving regulatory problems associated with continuing airworthiness,
establishing general and technical policies and procedures on which future airworthiness
requirements can be based, and formulating changes in airworthiness policies and
requirements which have a severe economic impact on the aviation industry;
14. Investigating possible violations of the Aviation Legislation or regulations in regard to
airworthiness and initiating legal or other corrective action where necessary

Registration Unit Function
1. New Aircraft Registration (NTCA, RPAS, TC Aircraft, Airport Vehicles fitted with
Transponders)
2. Change of ownership
3. Amendment of Certificate of Registration (C of R)
4. Issue of duplicate C of R
5. Deletion of aircraft from register for export purpose
6. Special registration letters
7. Registration of new aircraft Mortgage
8. Cessions of aircraft mortgage
9. Discharge of aircraft mortgage
10. Non-registration of Notifications (Exports)
11. Sales of SACAR/SAAMAR Excerpts
12.Issuing approvals to inspection, overhaul, maintenance and repair organizations.

Engineering Unit Functions:
The Certification Engineering section's primarily functions include:
1. Evaluation and verification of compliance with design and production standards for the issuance
of type certificates.
2. Approval of changes to the type design and production standards with approved procedures.
3. Review of data for aircraft modifications, including "on site evaluations and review of such
modifications (CAR 43.01.15).
4. Approval of parts and appliances for use in aircraft.
5. Conduct surveillance and audits of organisations with design approvals, in accordance with
prescribed schedules as to ensure compliance with regulatory requirements, including approved
organisations outside South Africa.
6. Coordinate and facilitate Pre-Application, Document Phase, Document Approval Phase
meetings with clients in respect of new certification applications and approvals.
7. Coordinate and manage the oversight of Designated Engineers and Approved Persons which
may be appointed by the Authority and assist customer services with advice regarding
certification.
8. Provide technical advice and input in the development of educational, advisory information
publications related to safety standards associated with aviation certification processes.
9. Issue RPAS Systems Safety (CATS 101.02.2)

Manufacturing Unit Functions:
The Manufacturing section primarily functions include:
1. Surveillance of aircraft manufacturing organizations (Part 148)
2. Conducting audits of manufacturing organization (Part 148) (issue and renewal) 
3. Process manufacturing organization approval amendment applications (Part 148)
4. Approval of manufacturing organisation Manual of Procedure issue and amendments (Part 148)
5. Perform aircraft product conformance inspections
6. Issue of production certificates (Part 21)
7. Issue export approvals (Part 21)
8. Issue initial Certificate of Airworthiness for New Aircraft only
9. Investigate production defects (Part 148)
10. Enforcement of production non-compliance (Part 148)
11. Issue Amateur-Built Aircraft Build Number
12. Issue initial Authority To Fly for New Aircraft only
13. Issue and extend Proving Flight Authorisation
14. Issue Initial RLA
